Director Alev Ecevit addressed recent reports concerning child beggars and outlined the department’s commitment to child welfare and intervention plans.

Ecevit emphasized that “Child Welfare” is a cornerstone of the Social Services Department’s mission. The department is dedicated to addressing issues that hinder the physical, social, mental, and emotional development of children. Recently, there has been an uptick in reports of children under 18 being forced to work on the streets, beg, and face exposure to social dangers and harmful behaviors.
Legal Regulations and Criminal Complaints
Ecevit pointed out that Article 57 of Chapter 352 of the Children Act, under the Department of Social Services (Establishment, Duties, and Working Principles) Act, explicitly criminalizes causing or allowing minors to beg. The department is actively monitoring these reports and is committed to taking all necessary legal steps to prevent child begging.
